What is the Portugal Global Talent Visa Program? 

The Portugal Global Talent Visa, or GTP visa, is a residence permit designed to attract highly qualified professionals. Under the visa, participants sign a contract with a university, pay the required fee, and are appointed as conditional guest lecturers, in return receiving a five-year residence permit. 

The GTP visa offers flexible obligations, allowing participants to tailor their commitments to their individual schedules.

Potential applicants. Portugal Global Visa targets specialists whose skills are in demand in Portugal, including: 

  • entrepreneurs and business owners;
  • executives or senior professionals;
  • academics and researchers;
  • technology and engineering specialists;
  • finance, investment, and legal professionals;

Legislation. The application process is governed by Law No. 23/2007 of 4 July[1], in particular Articles 90-A and 85, which define the conditions for granting residence permits to foreign nationals engaged in highly qualified activities in Portugal.

Who is eligible for Portugal’s Global Talent Visa?

The Portugal Global Talent Visa is designed for skilled professionals who meet clear personal, professional, and financial criteria. The main applicant must demonstrate both professional qualification and readiness to relocate to Portugal on a legal and sustainable basis.

Main applicant

To qualify as a main applicant under the Portugal GTP Visa, one must meet the following conditions:

  • bachelor’s degree or higher;
  • at least 3‑5 years of relevant professional experience;
  • no criminal record;
  • savings of at least €15,000;
  • accommodation in Portugal, either rented or owned;
  • valid health insurance with coverage of at least €35,000.

Family members

Up to three family members can be included in a single application without any increase in the overall application cost. All family members receive full Portuguese residence rights and related privileges.

Eligible family members to add to the application:

  • spouse or partner in an officially recognised marriage or partnership;
  • minor children;
  • children aged 18 to 26, if they are enrolled as full-time students and financially dependent on the main applicant.

Parents and children over 26 of the main applicant cannot be included. They may apply for residence permits separately under other legal grounds.

Portugal has become increasingly popular as a relocation. In particular, interest from the United States has become notable. According to AIMA, there were 19,258 US citizens living in Portugal at the end of 2024[2]. Financial requirements under the Portugal Global Talent Program

The Portugal Global Talent Program does not require investment in funds, real estate, or businesses. Instead, costs are linked to participation costs, government fees, and basic relocation requirements.

Participation fee and payment structure

The participation cost of the Portugal Global Talent Program is €170,000. It covers the main applicant and up to three dependents under a single application.

The fee is paid in three stages:

  1. First payment of €20,000 is the only non-refundable amount. It covers compliance checks, document preparation, and coordination with an eligible university or institution.
  2. Second payment — €75,000 is due after AIMA issues an official appointment for the residence permit process. If AIMA rejects the application or fails to issue an appointment, this €75,000 payment is refunded in full within 30 business days following formal confirmation.
  3. Third payment — €75,000 is due after the residence permit is successfully issued. If AIMA refuses to renew the residence permit at the two-year renewal stage, this €75,000 payment is refunded in full within 30 business days after official notification.

This structure ensures that only the initial €20,000 payment is non-refundable, while all subsequent payments are protected by a refund policy.

The participation fee covers standard government charges, including:

  • AIMA residence permit fee — €397 per person;
  • biometric fees — €406.90 per adult and €58.10 per minor.

Each additional dependent from the fifth applicant onward increases the fee by €5,000.

Mandatory residence requirements

Applicants must secure a residential address in Portugal, either through renting or purchasing property. What documents are required for the Portugal GTP visa?

The list of documents required to obtain a Portugal visa under the Global Talent Program may vary by applicant. In general, the application file includes the following documents:

  • valid passport with at least 12 months of remaining validity;
  • copies of all passport pages;
  • two recent passport-style photographs;
  • Letter of Commitment issued by a Portuguese university;
  • Bachelor’s degree or higher;
  • proof of 3—5 years of relevant professional experience;
  • updated curriculum vitae;
  • criminal record certificates from all countries of residence during the past 5 years;
  • certified translations of criminal record certificates, if applicable;
  • bank statements confirming a minimum balance of €15,000;
  • proof of accommodation in Portugal, either rented or owned;
  • valid health insurance with coverage of at least €30,000;

All documents not issued in English must be translated into Portuguese. Translations must be certified by a Portuguese lawyer. Documents originally issued in English may be submitted without translation unless specifically requested by the Portuguese authorities.

During the first visit to Portugal, applicants hand over original documents, meet with the university representative to sign the hosting agreement, and finalise the bank account. 

At this stage, the applicant pays the second instalment of €75,000.

The applicant travels to Portugal and attends AIMA in person, accompanied by a lawyer and an interpreter, to submit biometrics. 

Once the application is processed, clients return to Portugal for biometrics and submit original documents. The residence permit card is normally issued 45‑90 days after the appointment. 

After AIMA issues the residence permit card, it is delivered to the Lisbon office, where it can be collected in person or couriered to the client’s chosen address.

The applicant pays the remaining €75,000, completing the final stage of the participation fee.
